Terry D. Peterson president and senior staff attorney

Terry is an attorney, licensed to practice law in Washington and Oregon. In addition to serving as our firm's president, Terry also functions as in-house counsel, representing employers in workers' compensation, Department employment services and DOSH litigation. Pamela Kaye Dooner vice president

Pamela is a certified self-insured claims administrator and has been with CRM since 1993. Prior to her association with CRM, Pamela was employed as a State Fund and self-insured claims administrator with Maxson Young in Everett. During her first few years with Maxson Young, Pamela was the sole claims administrator for a nursing home retrospective rating group that enjoyed the distinction of being the top retro group in 1990 in terms of percentage of returned premium. She continues to manage the program today. Pamela also led an innovative program involving the development of a job bank to be used for transitional work/ early return to work purposes which also met ADA requirements. This program served as a model for other employers in the state and was subsequently marketed nationally by another firm.

Pamela has more than eighteen years experience in health care. She is a graduate of San Diego College for Medical Assisting at San Diego State University.  Following graduation, she then practiced as a medical assistant in California prior to moving to Washington.

Dani Scott claims administrator, WWCP

Dani started out her claims career at the Department of Labor and Industries where she managed a broad range of industries and claims.  After her employment with the Department, Dani was employed with a Seattle third party administrator managing claims for a large and successful retrospective rating group.  Dani is currently one of our self insured claims administrators.  She manages a broad range of self-insurance accounts including public entities, manufacturing and health care. Dani is a WSIA designated Washington Workers' Compensation Professional.


Brad is an attorney licensed to practice in Washington.  One of our staff attorneys, Brad represents employers in workers' compensation matters at the Board of Industrial Insurance Appeals.  He works closely with our claims staff when a claim is appealed and also acts as an in-house resource for our clients and claims administrators.

While attending law school at the South Texas College of Law, Brad worked as an intern with the Harris County District Attorney's office in Houston handling a case load as the stand-in prosecutor for court 9. More recently he was employed with labor and employment law firm representing employers in Seattle.  Brad's undergraduate degree is in French from the University of Houston in 2010.



Jill has been with CRM since 2005 and is the Senior Legal Assistant to CRM's legal staff.  In this capacity she oversees the administration of the staff attorneys' case loads before the Board of Industrial Insurance Appeals. Jill handles much of the deposition and witness scheduling and discovery document coordination. If you have a question about case and witness scheduling Jill is the one to call.

Jill attended Ricks College in Idaho.

Cheryl Penoyer, Self insured Claims administrator and Data Analyst

Cheryl has been a member of the CRM team since 1998 handling the financial aspects of our self-insured claims; medical bill adjusting, loss run reporting and reporting to state and federal agencies. She also administers various aspects of self-insured claims.  Cheryl is an L&I certified self-insurance claims manager.  Prior to joining CRM, Cheryl worked at US Marine where she was first introduced to workers' compensation. Cheryl earned her AA degree in Accounting and Business Management from Eastern Washington University.


Mark LaPalm arm, safety and health specialist

We have contracted with Mark to provide our clients with safety and health consultation services including on-site inspection, accident investigation and training. Mark has 25 years experience in workers compensation insurance risk management, fifteen of those with the Department of Labor and Industries where he worked as a compliance safety and health officer. Mark has also managed retrospective rating programs as a risk management consultant with Fully Integrated Risk Management, LLC.

Mark has an undergraduate degree from the University of Washington and an MBA from City University.


Becky Heist, Safety inspections


Becky conducts on-site safety inspections for our LeadingAge of Washington group retrospective rating program. Becky's on-site inspections identifies safety hazards and makes recommendations for corrective action. Becky also assesses member compliance with safety committee requirements, postings, etc.
